add a delay in entitlements checks & notifications, if tier has been exceeded - this avoids multiple notifications on bot reboot (due to the release of new features or bug fixes)

in case a channel or role is deleted, the id is still in the configuration, but it's not selectable to be deleted, if the user wants to remove it. so we need commands to remove (reset) specific configuration parts to remove them as well.

Enable whitelisting of channels, which should not be scanned for activity of the guild's members.
